India quarterly growth seen as worst in three years

India is expected Friday to announce its worst quarterly economic growth figures in three years, with economists saying there is scant hope for a swift turnaround in Asia's third-biggest economy.

India, which once aspired to double-digit expansion, has been hit hard by declining investor confidence, subdued demand and prolonged political logjam that has stalled key reforms.

"The current slowdown is broad-based, and we see little on the horizon to lift growth from its current path," said Glenn Levine, senior economist at Moody's Analytics.

Levine expects growth of 5.2 percent for the first financial quarter of 2012-13, a shade lower than the consensus market forecast of 5.3 percent.

The figures for the three months to June, set to be announced at 0530 GMT, were expected to deepen the gloom surrounding the Asian giant.

The projected expansion would be the weakest since the last fiscal quarter of 2008-09 when the economy logged 3.5 percent growth.

While five percent-plus expansion would be hailed as strong in Western nations, Indian policymakers say the country needs double-digit growth to create jobs for hundreds of millions of young workers.

The government -- damaged by a series of corruption scandals -- is struggling to introduce economic reforms in parliament that are seen as key to spurring the economy.

But the legislature has been deadlocked by opposition demands for Prime Minister Manmohan Singh to quit over an alleged government giveaway of billions of dollars in coal mining rights to private firms.

India's once booming industrial sector is in crisis, with output contracting by a shock 1.8 percent in June. Overseas investor confidence has also tumbled, as shown by figures for foreign direct investment for the quarter to June, which slid year-on-year by 67 percent to $4.43 billion.

It remains "unclear what the government can do in the next three to six months" to improve the situation, said Siddhartha Sanyal, chief India economist at Barclays Capital.

Global rating agencies have lowered their outlook on India's investment-grade rating amid rising worries about the government's deteriorating finances.

The Reserve Bank of India has also warned that prospects are unlikely to improve in the near-term, due to high inflation, the lack of reforms and the impact of weak monsoon rains on farm output.

While other banks globally have been easing rates to revive their troubled economies, India's policymakers have kept borrowing costs on hold since April -- when it cut them for the first time in three years by 50 basis points.

Business leaders and industry have been clamouring for coordinated action by the government and the central bank to stimulate growth.

But the government has no fiscal room to spur the economy and the bank says a cut in subsidies to close India's gaping deficit and revival of reforms are needed to remove chronic bottlenecks and pave the way for lower rates.

India's economy is expected to grow by 6.7 percent in this fiscal year, according to a forecast by an advisory panel to the prime minister, but many economists say that is overly optimistic.

"The mood is downbeat and people have no hope left from the government," said Jigar Shah, head of research at Kim Eng Securities.

"The only positive (aspect) is that things possibly cannot get worse."

Ryan goes on the attack, injects enthusiasm into huge RNC crowd ...

Paul Ryan officially claimed his job as Mitt Romney?s running mate at the Republican National Convention Wednesday night.

His speech brought the thousands in attendance to their feet numerous times as he went on the attack and made the case to America for the Romney team to be voted into the White House.

Democrats and other critics said many of the things he said were flat out lies. The facts will be dissected in the days to come.

Here is the full text of Ryan?s speech:

Mr. Chairman, delegates, and fellow citizens: I am honored by the support of this convention for vice president of the United States.

I accept the duty to help lead our nation out of a jobs crisis and back to prosperity ? and I know we can do this.

I accept the calling of my generation to give our children the America that was given to us, with opportunity for the young and security for the old ? and I know that we are ready.?

Our nominee is sure ready. His whole life has prepared him for this moment ? to meet serious challenges in a serious way, without excuses and idle words.? After four years of getting the run-around, America needs a turnaround, and the man for the job is Governor Mitt Romney.

I?m the newcomer to the campaign, so let me share a first impression.? I have never seen opponents so silent about their record, and so desperate to keep their power.?

They?ve run out of ideas.? Their moment came and went. Fear and division are all they?ve got left.???

With all their attack ads, the president is just throwing away money ? and he?s pretty experienced at that.? You see, some people can?t be dragged down by the usual cheap tactics, because their ability, character, and plain decency are so obvious ? and ladies and gentlemen, that is Mitt Romney.??

For my part, your nomination is an unexpected turn.? It certainly came as news to my family, and I?d like you to meet them: My wife Janna, our daughter Liza, and our boys Charlie and Sam.?

The kids are happy to see their grandma, who lives in Florida.? There she is ? my Mom, Betty.?

My Dad, a small-town lawyer, was also named Paul.? Until we lost him when I was 16, he was a gentle presence in my life.? I like to think he?d be proud of me and my sister and brothers, because I?m sure proud of him and of where I come from, Janesville, Wisconsin.???

I live on the same block where I grew up.? We belong to the same parish where I was baptized.? Janesville is that kind of place.

The people of Wisconsin have been good to me.? I?ve tried to live up to their trust.? And now I ask those hardworking men and women, and millions like them across America, to join our cause and get this country working again.

When Governor Romney asked me to join the ticket, I said, ?Let?s get this done? ? and that is exactly, what we?re going to do.?

President Barack Obama came to office during an economic crisis, as he has reminded us a time or two.? Those were very tough days, and any fair measure of his record has to take that into account.? My home state voted for President Obama. When he talked about change, many people liked the sound of it, especially in Janesville, where we were about to lose a major factory.?

A lot of guys I went to high school with worked at that GM plant. Right there at that plant, candidate Obama said: ?I believe that if our government is there to support you ? this plant will be here for another hundred years.?? That?s what he said in 2008.

Well, as it turned out, that plant didn?t last another year.? It is locked up and empty to this day.? And that?s how it is in so many towns today, where the recovery that was promised is nowhere in sight.?

Right now, 23 million men and women are struggling to find work.? Twenty-three million people, unemployed or underemployed.? Nearly one in six Americans is living in poverty.? Millions of young Americans have graduated from college during the Obama presidency, ready to use their gifts and get moving in life.? Half of them can?t find the work they studied for, or any work at all.?

So here?s the question: Without a change in leadership, why would the next four years be any different from the last four years?

The first troubling sign came with the stimulus.? It was President Obama?s first and best shot at fixing the economy, at a time when he got everything he wanted under one-party rule.? It cost $831 billion ? the largest one-time expenditure ever by our federal government.

It went to companies like Solyndra, with their gold-plated connections, subsidized jobs, and make-believe markets. The stimulus was a case of political patronage, corporate welfare, and cronyism at their worst. You, the working men and women of this country, were cut out of the deal.??

What did the taxpayers get out of the Obama stimulus?? More debt.? That money wasn?t just spent and wasted ? it was borrowed, spent, and wasted.??

Maybe the greatest waste of all was time. Here we were, faced with a massive job crisis ? so deep that if everyone out of work stood in single file, that unemployment line would stretch the length of the entire American continent.? You would think that any president, whatever his party, would make job creation, and nothing else, his first order of economic business.??

But this president didn?t do that.? Instead, we got a long, divisive, all-or-nothing attempt to put the federal government in charge of health care.?

Obamacare comes to more than two thousand pages of rules, mandates, taxes, fees, and fines that have no place in a free country.???????????????????????????????????????

The president has declared that the debate over government-controlled health care is over.? That will come as news to the millions of Americans who will elect Mitt Romney so we can repeal Obamacare.

And the biggest, coldest power play of all in Obamacare came at the expense of the elderly.?

You see, even with all the hidden taxes to pay for the health care takeover, even with new taxes on nearly a million small businesses, the planners in Washington still didn?t have enough money.? They needed more.? They needed hundreds of billions more.? So, they just took it all away from Medicare.? Seven hundred and sixteen billion dollars, funneled out of Medicare by President Obama.? An obligation we have to our parents and grandparents is being sacrificed, all to pay for a new entitlement we didn?t even ask for.? The greatest threat to Medicare is Obamacare, and we?re going to stop it.?

In Congress, when they take out the heavy books and wall charts about Medicare, my thoughts go back to a house on Garfield Street in Janesville.? My wonderful grandma, Janet, had Alzheimer?s and moved in with Mom and me.? Though she felt lost at times, we did all the little things that made her feel loved.?

We had help from Medicare, and it was there, just like it?s there for my Mom today.? Medicare is a promise, and we will honor it.? A Romney-Ryan administration will protect and strengthen Medicare, for my Mom?s generation, for my generation, and for my kids and yours.?

So our opponents can consider themselves on notice.? In this election, on this issue, the usual posturing on the Left isn?t going to work.? Mitt Romney and I know the difference between protecting a program, and raiding it.? Ladies and gentlemen, our nation needs this debate.? We want this debate.? We will win this debate.???

Obamacare, as much as anything else, explains why a presidency that began with such anticipation now comes to such a disappointing close.?

It began with a financial crisis; it ends with a job crisis.?

It began with a housing crisis they alone didn?t cause; it ends with a housing crisis they didn?t correct.?

It began with a perfect Triple-A credit rating for the United States; it ends with a downgraded America.?

It all started off with stirring speeches, Greek columns, the thrill of something new.? Now all that?s left is a presidency adrift, surviving on slogans that already seem tired, grasping at a moment that has already passed, like a ship trying to sail on yesterday?s wind.?

President Obama was asked not long ago to reflect on any mistakes he might have made.? He said, well, ?I haven?t communicated enough.?? He said his job is to ?tell a story to the American people? ? as if that?s the whole problem here? He needs to talk more, and we need to be better listeners?

Ladies and gentlemen, these past four years we have suffered no shortage of words in the White House.? What?s missing is leadership in the White House.? And the story that Barack Obama does tell, forever shifting blame to the last administration, is getting old.? The man assumed office almost four years ago ? isn?t it about time he assumed responsibility?

In this generation, a defining responsibility of government is to steer our nation clear of a debt crisis while there is still time.? Back in 2008, candidate Obama called a $10 trillion national debt ?unpatriotic? ? serious talk from what looked to be a serious reformer.?

Yet by his own decisions, President Obama has added more debt than any other president before him, and more than all the troubled governments of Europe combined.? One president, one term, $5 trillion in new debt.

He created a bipartisan debt commission. They came back with an urgent report.? He thanked them, sent them on their way, and then did exactly nothing.

Republicans stepped up with good-faith reforms and solutions equal to the problems.? How did the president respond?? By doing nothing ? nothing except to dodge and demagogue the issue.

So here we are, $16 trillion in debt and still he does nothing.? In Europe, massive debts have put entire governments at risk of collapse, and still he does nothing. And all we have heard from this president and his team are attacks on anyone who dares to point out the obvious.?

They have no answer to this simple reality: We need to stop spending money we don?t have.

My Dad used to say to me: ?Son.? You have a choice: You can be part of the problem, or you can be part of the solution.?? The present administration has made its choices.? And Mitt Romney and I have made ours: Before the math and the momentum overwhelm us all, we are going to solve this nation?s economic problems.?

We have a plan for a stronger middle class, with the goal of generating 12 million new jobs over the next four years.

In a clean break from the Obama years, and frankly from the years before this president, we will keep federal spending at 20 percent of GDP, or less.? That is enough.? The choice is whether to put hard limits on economic growth, or hard limits on the size of government, and we choose to limit government.?

I learned a good deal about economics, and about America, from the author of the Reagan tax reforms ? the great Jack Kemp.? What gave Jack that incredible enthusiasm was his belief in the possibilities of free people, in the power of free enterprise and strong communities to overcome poverty and despair.?? We need that same optimism right now.?

And in our dealings with other nations, a Romney-Ryan administration will speak with confidence and clarity.? Wherever men and women rise up for their own freedom, they will know that the American president is on their side.? Instead of managing American decline, leaving allies to doubt us and adversaries to test us, we will act in the conviction that the United States is still the greatest force for peace and liberty that this world has ever known.

President Obama is the kind of politician who puts promises on the record, and then calls that the record.? But we are four years into this presidency. The issue is not the economy as Barack Obama inherited it, not the economy as he envisions it, but this economy as we are living it.?

College graduates should not have to live out their 20s in their childhood bedrooms, staring up at fading Obama posters and wondering when they can move out and get going with life.? Everyone who feels stuck in the Obama economy is right to focus on the here and now.? And I hope you understand this too, if you?re feeling left out or passed by: You have not failed, your leaders have failed you.

None of us have to settle for the best this administration offers ? a dull, adventureless journey from one entitlement to the next, a government-planned life, a country where everything is free but us.?

Listen to the way we?re spoken to already, as if everyone is stuck in some class or station in life, victims of circumstances beyond our control, with government there to help us cope with our fate.?

It?s the exact opposite of everything I learned growing up in Wisconsin, or at college in Ohio.? When I was waiting tables, washing dishes, or mowing lawns for money, I never thought of myself as stuck in some station in life.? I was on my own path, my own journey, an American journey where I could think for myself, decide for myself, define happiness for myself.? That?s what we do in this country.? That?s the American Dream.? That?s freedom, and I?ll take it any day over the supervision and sanctimony of the central planners.?

By themselves, the failures of one administration are not a mandate for a new administration.? A challenger must stand on his own merits.? He must be ready and worthy to serve in the office of president.?

We?re a full generation apart, Governor Romney and I.? And, in some ways, we?re a little different.? There are the songs on his iPod, which I?ve heard on the campaign bus and on many hotel elevators. He actually urged me to play some of these songs at campaign rallies.? I said, I hope it?s not a deal-breaker Mitt, but my playlist starts with AC/DC, and ends with Zeppelin.

A generation apart. That makes us different, but not in any of the things that matter.? Mitt Romney and I both grew up in the heartland, and we know what places like Wisconsin and Michigan look like when times are good, when people are working, when families are doing more than just getting by.? And we both know it can be that way again.?

We?ve had very different careers ? mine mainly in public service, his mostly in the private sector. He helped start businesses and turn around failing ones. By the way, being successful in business ? that?s a good thing.

Mitt has not only succeeded, but succeeded where others could not. ?He turned around the Olympics at a time when a great institution was collapsing under the weight of bad management, overspending, and corruption ? sounds familiar, doesn?t it??

He was the Republican governor of a state where almost nine in ten legislators are Democrats, and yet he balanced the budget without raising taxes. Unemployment went down, household incomes went up, and Massachusetts, under Mitt Romney, saw its credit rating upgraded.

Mitt and I also go to different churches.? But in any church, the best kind of preaching is done by example.? And I?ve been watching that example.? The man who will accept your nomination tomorrow is prayerful and faithful and honorable. Not only a defender of marriage, he offers an example of marriage at its best. Not only a fine businessman, he?s a fine man, worthy of leading this optimistic and good-hearted country.?

?Our different faiths come together in the same moral creed.? We believe that in every life there is goodness; for every person, there is hope.? Each one of us was made for a reason, bearing the image and likeness of the Lord of Life.?

We have responsibilities, one to another ? we do not each face the world alone.? And the greatest of all responsibilities, is that of the strong to protect the weak.? The truest measure of any society is how it treats those who cannot defend or care for themselves.

Each of these great moral ideas is essential to democratic government ? to the rule of law, to life in a humane and decent society.? They are the moral creed of our country, as powerful in our time, as on the day of America?s founding.? They are self-evident and unchanging, and sometimes, even presidents need reminding, that our rights come from nature and God, not from government.?

The founding generation secured those rights for us, and in every generation since, the best among us have defended our freedoms.? They are protecting us right now.? We honor them and all our veterans, and we thank them.

The right that makes all the difference now, is the right to choose our own leaders.? And you are entitled to the clearest possible choice, because the time for choosing is drawing near.? So here is our pledge.

We will not duck the tough issues, we will lead.?

We will not spend four years blaming others, we will take responsibility.?

We will not try to replace our founding principles, we will reapply our founding principles.

The work ahead will be hard.? These times demand the best of us ? all of us, but we can do this.? Together, we can do this.

Remember that touchscreen Series 5 Ultrabook that Samsung showed off at Computex last June? Well, it's definitely coming to the US and will be available October 26th, the same day Windows 8 formally launches. As we noted in our hands-on, this is basically the same Series 5 we reviewed earlier this year, except the touchscreen adds some heft (it now weighs 3.83 pounds, versus 3.24 for the non-touch version). As for specs, you're looking at just two configurations, both of which have 4GB of RAM, a 13-inch (1,366 x 768) display and a 500GB hard drive with 24GB of ExpressCache. The only difference is that the entry-level $799 model has a Core i3 processor, while the $899 version steps up to i5.

If that all sounds rather humdrum, Samsung is attempting to spice up Windows 8 by bundling custom apps, some of which you might remember from its various Android products. Sammy's various "Hubs" (Music, Video, Media and Social) are all present and accounted for, as is the AllShare app, which uses DLNA to share content across different devices. Additionally, Samsung is including a handful of desktop applications designed to soften the learning curve for people new to Windows 8. For instance, S-Launcher is a desktop widget that replicates the now-extinct Start Menu, live search and all. eSettings, meanwhile, is a centralized options menu for folks who might not know where to find power management or display settings in Win 8. Samsung 17-inch Series 7 Chronos (NP700Z7C-S01US)

The Samsung 17-inch Series 7 Chronos (NP700Z7C-S01US) ($1,449.99 list) desktop replacement laptop is just a tad large for most people's laps. It is meant for the graphics power user, with a quad-core processor, enthusiast-level 3D graphics, and a large 1TB hard drive. It has a few shortcomings, including a lack of a Blu-ray drive and an annoying marketing bar that stays on top of your windows, but all in all it's a system that should appear on your short list if creating entertainment is you hobby or might be your vocation.

Design and Features
The NP700Z7C-S01US is a large, yet thin 1-by-16-by-10.5-inch (HWD) desktop replacement laptop. If you plan on using it on your commute, make sure you find a roomy computer case, preferably one with sturdy shoulder straps. The system weighs 6.44 pounds alone and 7.37 pounds with its included AC adapter. Its styling fits the times, with a dark silver finish all over, and darker chiclet keycaps on the 101 key keyboard. The full-size backlit keyboard includes a full set of function, navigation, and numeric keys. The navigation keys are directly below the shift and return keys, so it will take a bit to get used to their placement, but on the whole the keyboard is comfortable to type on. The one-piece touchpad has built in mouse buttons, supports the usual multi-touch swipes, and is also responsive to quick movement.

Like most laptops, the system doesn't come with an external mouse, but you can add one to the two USB 2.0 ports on the right side of the system. The system's slot-loading DVD drive is also on the right hand side. The 4-in-1 SD card reader is on the front of the system, facing you. The right side of the laptop has the connector for the AC adapter, two USB 3.0 ports, full-size Ethernet, VGA, HDMI, Mini DisplayPort, headset jack, and Kensington lock port. The two USB 3.0 ports are color-coded blue, so there's little confusion when you connect a speedy USB 3.0-enabled peripheral, like an external hard drive.

Speaking of connections, the NP700Z7C-S01US comes with dual-band (2.4GHz and 5GHz) 802.11 a/b/g/n Wi-Fi so you can connect to a variety of hotspots. Connections extend to WiDi support, though you will have to supply your own WiDi receiver, such as the Netgear Push2TV, if you want to stream content from the laptop to your HDTV wirelessly. You can, of course, connect to the full-sized HDMI port for a quicker, less portable solution. The system pumps out a good amount of sound when you're watching a movie or online videos. Music and game sounds should be audible by a crowd in a medium sized room, thanks to the JBL-branded speakers and built-in subwoofer. Be careful not to overdrive the subwoofer however, it can distort at the higher volume levels.

The system comes with a 17.3-inch screen, which is one of the largest screens currently available on a laptop. It has a true 1080p (1,920-by-1,080) native resolution, so most online videos look very good. The brightness is fine for a normally lit room, and the matte finish ensures that distracting reflections are kept to a minimum. We played a variety of trailers and videos, including those for Star Trek and Wreck It Ralph, and all videos played as quickly and smoothly as our Internet connection allowed. That said, it's kind of disappointing that the screen couldn't be a higher resolution. The 15-inch Apple MacBook Pro 15-inch (Retina Display) has a much higher 2,880 by 1,800 resolution display, an improvement over its predecessor the 17-inch MacBook Pro, which itself had a 1,920 by 1,200 resolution display. The NP700Z7C-S01US's screen resolution isn't a deal-breaker, since 1080p is the current standard for high-resolution screens, but it's still disappointing for graphics workers who want a portable workstation.

The system comes with a third generation quad-core Intel Core i7 processor, 8 GB of memory, and a 1TB hard drive. The hard drive is 5,400rpm, a bit slow for video work, but okay for general use and some graphics work (see performance below). The Nvidia GeForce GT 650M discrete graphics is good for light gaming, plus the system comes with Nvidia's Optimus technology, which automatically toggles between the Nvidia card and the integrated graphics on the CPU.

The 1TB hard drive has lots of free space, but isn't free of clutter. There are several useful pre-loaded utilities, like a utility and software for the DVD burner and webcam. The system also has a few other third-party utilities pre-loaded like Skype, Amazon Kindle, and Wild Tangent games, most of which are really storefronts for added services. Also on this list are packages like the 60-day trial to Norton Internet Security, which become "less useful" after the trial period has ended. The most egregious of the added software is the electronic "shelf talker" insert that Samsung has set to display in the right upper corner of the screen. It covers whatever window you're working on until you dismiss it. Thankfully, the rest of the desktop is free and not cluttered with icons and shortcuts like some retail systems from Acer and HP. The system comes with a standard one-year warranty.

Performance
Samsung 17-inch Series 7 Chronos (NP700Z7C-S01US) The NP700Z7C-S01US's Core i7 processor helped it return respectable benchmark numbers. It was able to complete the Handbrake video test in 1 minute, 18 seconds and the Photoshop CS5 test in 3:23. Both scores are a few ticks behind the class leader, the Editors' Choice winning Alienware M17x R4 (1:12 Handbrake, 3:03 CS5). No surprise, the Alienware has an i7-3720QM processor that has a faster base clock speed and a faster Turbo clock speed as well. Other high performance systems like the Asus G75VW-DS71 (1:18 Handbrake, 3:24 CS5) were in lock step with the NP700Z7C, thanks to similar processors. The NP700Z7C-S01US produced playable numbers on the game grid, yet it lagged the more gaming-oriented laptops. It was just playable on Crysis at medium quality (54 frames per second or fps) and quite playable on Lost Planet 2 (77 fps), though much slower on the higher quality settings at native resolution. It's a decent laptop for gaming, but hardcore gamers will be best served by a dedicated gaming PC.

The NP700Z7C-S01US returned a very long battery life compared with its rivals. It lasted 6 hours 38 minutes on the MobileMark 2007 test, much longer than the gaming rigs that could barely eke out 3 hours. This is due in part to the Nvidia Optimus switching technology. The system's battery is non-replaceable, but Samsung promises that the batteries will retain 80 percent charging over 1,500 power cycles.

The Samsung 17-inch Series 7 Chronos (NP700Z7C-S01US) is a good multimedia power laptop, with speedy quad-core power, lots of memory, and a large screen. It falls a little short on the 3D performance front, however, particularly compared with more dedicated gaming rigs.     A troublesome ?silver tsunami? is coming, as baby boomers age and double the population of older adults over the next few decades. As that wave washes over the United States, it will bring numerous social issues, including crushing health care concerns.

    The medical community is particularly concerned about the number of people affected by Alzheimer?s disease. It already has more than 5 million Americans in its grip, costing taxpayers an estimated $2 trillion over the next decade. During the silver tsunami, those numbers will explode.

    To head off a social and financial calamity, Congress passed the National Alzheimer?s Project Act, out of which a National Alzheimer?s Plan has just been developed and launched by the federal Health and Human Services Department.

    The plan?s lofty goal is a commitment to stop the disease, and related dementias, by 2025.

    The key elements of the plan include upgrading the training of long-term caregivers and improving support for informal caregivers. When families assume the primary caregiving role, the disease extracts a terrible price. A study has shown that one-third of family caregivers fall into depression.

    The plan will also let local jurisdictions track the incidence of the disease and report those numbers to a national database. Monitoring the prevalence of Alzheimer?s will help agencies apply resources effectively.

    One of the important aspects of the plan is to correct misconceptions about the disease, which may help eliminate some of the stigma surrounding Alzheimer?s.

    The most ambitious goal is to eliminate Alzheimer?s in 13 years. To begin, the plan is funding two clinical trials. One is an $8 million test of an insulin nasal spray, and the other is a prevention trial that may prove effective for individuals genetically predisposed to developing the disease.

    Separate from the national plan, but encouraging to attacking the disease, is a recent discovery of a rare gene mutation that appears to protect people from Alzheimer?s. In a study of 1,795 Icelanders, researchers found that 1 percent had a genetic variation that slows the buildup of a protein in the brain and are 81 percent less likely to get Alzheimer?s after age 85.

    The key finding is the potential link between the protein ? a kind of plaque on the brain ? and the disease.

    Scientists hope they can develop drugs to stop the protein from growing, thus stopping or slowing the onset of the disease.

    It?s encouraging that the Obama administration and Congress have committed to addressing Alzheimer?s. But for real progress to occur, elected officials at all levels, industry leaders and advocacy groups must rally behind the plan.

    Now is not the time to cut funding to fight this disease. Setting aside the heartbreaking impact on tens of millions of baby boomers? family members, the looming health care costs may be unbearable.

    With committed investment in the national plan, perhaps the nation that eradicated polio can work its magic again.

    States cutting the most government jobs

    Lawmakers inside California's capitol have had to make hard decisions because of the state's massive budget deficit. And they'll continue to have to.

    ?Between June 2011 and June 2012 the nation added more than 1.7 million jobs. At the same time, the number of government jobs fell by more 200,000. While the national economy has improved since the Great Recession, a number of state economies continue to struggle. In response to a stalled recovery and shifting political pressure, many states are doing the unthinkable: cutting government jobs.

    Facing budget deficits, the most common state cuts were targeted cuts to particular programs, like K-12 education and Medicaid, according to a report published jointly by the National Governors? Association and the National Association of State Budget Officers (NASBO). Reducing government jobs was less common, ahead of salary or benefit reductions and behind reducing funding to municipalities. Based on the recent state budget report, 24/7 Wall St. identified the 15 states that have included cutting government jobs as part of their fiscal year 2012 budget balancing strategy.

    Historically, cutting government jobs has been a budget cut of last resort. ?States go to great lengths to avoid layoffs? NASBO Executive Director Scott Pattinson told 24/7 Wall St. in an interview. Politically, it is often extremely unpopular, and financially, it is not always the best strategy. Firing state government workers often does not result in money saved in the short term, he explained. Once required benefits and severance are included, states may not see savings for at least a full fiscal year.

    However, a number of these states are in serious trouble. According to Brookings senior fellow of economic studies, Gary Burtles, in many cases, the state has no other option. Declining tax revenues due to a foundering economy result in budget shortfalls. States are forced to either raise taxes, something that is politically unthinkable or?procedurally?challenging, or make cuts. According to Burtles,??California has other kinds of constraints, certainly constitutional constraints, to raise taxes, so a tough economic time is one in which they would be more inclined to cut public spending.?

    24/7 Wall St.: America's most (and least) livable states

    And a review of analysis by the Center on Budget and Policy Priorities indicates that many states have no other choice. In several of these states, tax revenue declined substantially. Sales tax revenue fell by more than 30 percent in California between 2011 and 2012. During same period, corporate income tax revenue in Michigan fell by nearly 70 percent. Nevada, California, Oregon and Washington, each of which planned layoffs as part of their 2012 budgets, are in the top five for the largest deficits as a percentage of their total budget.

    Balancing the budget, however, is just one reason behind state government layoffs. States appear to be using layoffs not only to close large deficits, but also because changing political winds may now encourage it. While many of the states cutting government jobs had significant budget shortfalls for fiscal year 2012, others were in much better shape.

    States such as Missouri, Nebraska, Massachusetts and New Mexico all had among the smallest deficits as a proportion of their budget in the country in 2012. Burtless explained that politics may influence layoffs in some of these states. ?A lot of states in 2010 got more conservative legislatures and governors, and those governors and legislatures have been acting on a political view that says that in order to make room for more private sector jobs, we have to scale back public sector jobs.?

    The number of people employed in local government or state government positions fell in most of the 15 states on this list, according to unemployment data from June 2011 to June 2012. However, in some cases, the net number of government jobs actually increased. Pattinson explained that this is partially due to the fact that state governments are cutting positions that may have already been vacant. States can also hire new employees for some positions while cutting them in others.?Despite the fact that several of the 15 states added jobs overall, all 15 cut jobs in at least one specific area, whether it be local education jobs or state government positions. While local jobs were not considered in the budget report, state cuts in local funding regularly prompt local job cuts.

    Based on the Spring 2012?Fiscal Survey of States report, released jointly by the National Governors? Association and the National Association of State Budget Officers, 24/7 Wall St. identified the 15 states that included layoffs as part of a strategy to balance FY 2012 budgets. We also looked at changes in unemployment at the state as well as state and local government job levels from June 2011 to June 2012. We relied on?Center on Budget and Policy Priorities?for additional budget data, including shortfalls.

    These are the states that are cutting the most government jobs.

    1. Alabama

    Between June 2011 and June 2012, Alabama netted a loss of 9,900 state government jobs, or 9.3 percent of the state?s government workforce -- the highest percentage of any state. The state also planned to reduce job benefits for many of those still employed. These labor?expenses?reductions were part of Alabama?s broader strategy to address its budget shortfall. The plan also included across-the-board cuts to numerous state programs for a total of $1.2 billion for the fiscal year 2012. Meanwhile, corporate income tax receipts were estimated to have reached some $417 million, a 43.23 percent increase from the 2011 fiscal year.

    2. California

    Between June 2011 and 2012, California added roughly 275,600 jobs, a 2 percent increase in general workers, as the state unemployment rate fell from 11.9 percent to 10.7 percent. Excluded from this job recovery was local government, which saw a net decline of about 29,200 jobs. In fiscal year 2012, California faced the nation?s largest total budget shortfall of $23.9 billion. This deficit was more than twice as large as that of any other single state. Though the state used a large number of methods to reduce this deficit, including salary reductions and cuts to local aid, California is projected to face a budget gap of $15 billion in fiscal 2013. There may still be some room to make job cuts: despite planning for layoffs and salary cuts in fiscal 2012, there were only 700 fewer state government employees compared to a year prior.

    Connecticut only added some 9,200 jobs overall between June 2011 and 2012, raising the number of jobs in the state by just 0.6 percent, less than 40 other states. However, the?state?s?government had to tackle a budget shortfall of $3.2 billion for fiscal 2012, or 17.1 percent of the budget -- the nation?s 12th-largest percentage shortfall. Given?poor job growth, from June 2011 to June 2012, Connecticut?s state government eliminated?approximately 600 jobs, while localities cut 2,600 positions. Connecticut also opted to reorganize state agencies and reduce employee benefits to meet budget requirements.

    4. Florida

    Florida?s unemployment rate fell by 2.1 percentage points, from 10.7 percent in June 2011 to 8.6 percent the next year -- one of the largest improvements nationwide. As with other states on this list, however, the labor market did not improve for Florida?s government employees. To help eliminate a $3.7 billion shortfall when drafting its fiscal 2012 budget, Florida planned to lay off state workers, cut state employee benefits, reorganize agencies and privatize certain operations. From June 2011 to June 2012, the state eliminated roughly 6,600 state jobs, a 3.16 percent drop -- the third-largest percentage decrease in state government employees nationwide.

    5. Maryland

    The total number of workers in Maryland?rose?in June just 1 percent compared to the preceding year. However, there was no such increase in state government employees, as the state cut about 2,900 jobs, or 2.72 percent of state workers. Those who kept their jobs potentially faced planned salary reductions and benefit cuts. The state did this even though its budget shortfall was only 9.5 percent of its fiscal year 2012 budget, smaller than more than half of the states that faced shortfalls. While Maryland?s sales tax receipts rose by nearly 10 percent in 2012 from fiscal year 2011 -- a larger increase than more than all but two other states -- the state again faces an expected total budget shortfall of 7 percent its 2013 fiscal year budget. Despite these cuts at the state level, Maryland has added 3,800 local government employees over the year ending in June 2012.
